What you'll do

The Sr. Subcontracts and Compliance Manager will be a key member of the Subcontracts and Government procurement team, ensuring government procurements are being executed in a responsive and compliant manner. This individual will be the senior subject matter expert for Government procurements and ensure the processes, training programs, and oversight are efficient and effective to support our government customers. They will train and mentor Buyers and Managers to improve the quality of the Purchase Order documentation. They will keep themselves abreast of changes in regulations and seek to improve the procurement processes continually. Additionally in this role the individual will be responsible for the development, execution and management of major Subcontracts. This will include creating and releasing Request for Proposals (RFP), evaluating Subcontract proposals, and negotiating and managing the resultant Subcontract award. The individual will work closely with external Subcontractors and internal cross functional teams in Program Management, Engineering, Quality and Finance to ensure a high level of performance and adherence to internal objectives.


The day-to-day

  • Acting as Senior SME for government procurement, demonstrating complete knowledge of FAR and DFAR requirements as they relate to Viasat Subcontracts/Purchase Orders and maintaining continual knowledge of updates to regulations.
  • Participate in strategic sourcing decisions, domestic and international subcontracting, teaming agreement generation and execution, and preparing RFP’s consistent with customer solicitations, federal statutes and regulations, and enterprise policies and procedures.
  • Analyze proposed pricing for potential Subcontractors and negotiate all aspects of the Subcontract including pricing, technical scope and terms and conditions.
  • Establish agreements with Subcontractors using a mix of contract types; firm fixed price, time and materials and cost reimbursable.
  • Find opportunities to reduce cost, improve efficiency and manage risk through targeted negotiations.
  • Manage performance of Subcontracts, ensure compliance with FAR/DFAR regulations as well as business policies and procedures including import/export regulations.
  • Championing maintenance and integrity of Government Procurement Manual
  • Establishing and monitoring effective training curriculum for all Government procurement professionals
  • Acting as lead trainer for advanced procurement topics
  • Establishing and monitoring comprehensive Internal Auditing system, including effective peer auditing, independent assessments, quality feedback/KPI review process, and progressive risk-based reviews of large non-competitive procurements
  • Assisting Managers with PO package reviews
  • Championing improvements to government procurement systems and processes to ensure compliance in the most responsive manner possible.
  • Quantifying risks in ancillary functions that support procurements and assisting in creation of solutions.
  • Keeping abreast of new FAR requirements and incorporating requirements into procurement processes

What you'll need

  • 10+ years of experience working in procurement organizations focused on government subcontract execution.
  • Expert knowledge of FAR/DFARs, experience defending procurements with customers and/or DCMA/DCAA.
  • Excellent communication skills, including verbal, written, and presentation skills, including the ability to present to senior managers and program leadership.
  • Skilled user of Microsoft Office suite of business software: Word, Excel, Project and Power Point.
  • US citizenship.
  • Bachelors Degree
  • Ability to travel up to 10% (supporting satellite procurement sites).

Salary range

$111,550.00 - $179,850.00 / annually
